L can take the form of anyone that he's come into physical contact with (this must be direct contact on the skin). He has to have seen AND touched the person sometime in the past. This change is only the body and voice and he can not form their clothes or take on their powers.
Lvl 3 - Heart slower-but-not-stopper Power (thanks Amber XD)
L has the power to cause the heart beat of an opponent to slow dramatically from the normal 70-80bpm to under 60 and all at once changing the blood pressure from the normal 120/80 to just over 90/68. This would in turn cause extreme fatigue to the target.
