You can add weapons and powers whenever you want. Your level determines how many powers and weapons you can have.

That might be tricky. On the good guy and neutral side most people don't want a servant or/and are total individuals. Your best chances are a April and L relationship, were a traditional vampire vow comes in (see the race description for Vampires) along with a lot of love and adoration for L. And a hinter: DO NOT submit yourself to the evil side and call any evil character your master, because the things they would ask of your character and do to your character are unthinkable.
Another option for you is becoming a student in Rokku or The White Tower. Call people 'master' and 'mistress' as much as you want because everyone's doing it towards people that actually bear the title of 'Grand Master' or 'Master'.
