Victor has the ability to hide his true intentions. His facial expressions nor his body language give clues to whether or not he is lying.

Shoulder to Cry on:
He can “suggest” things to someone who is… “mentally unstable” or mentally ‘at the end of their rope’. The person doesn’t always do what he says but they have to give it consideration. This is why it only has a chance of working on people who are unstable.

Shock:
Victor can create powerful electric currents running from his hand/s. The more powerful the voltage, the more strain it puts on him.
Lv. 4
Deadly Executioner: This is a pressure point attack that has a specific point on the neck that results in a loss of motion for the target. They remain static in whatever position they are in until he releases them or he is no longer in range.
Lv. 5
When Victor snaps his fingers, everything that has HIS blood on it will "open". When it is on a living thing, an open wound appears.
Lv. 6
Staggered Steps: A pressure point that causes the fluid in the inner ear of the target to become unstable. Thus, causing the target to become unbalanced for a time.

Victor is a tall, thin man who has a love for collard shirts, vests and slacks. He has black hair that reaches to his mid-back and very elongated features (face, legs, hands). He is always smiling and has dark eyes.
Victor often wears a disguise when he's out doing "evil" things so it doesn't effect his "good" reputation. It looks like this:

Victor is the same way now that he was when he was alive…unempathetic, Calm-aggressive, and very manipulative. He will stop at nothing to get what he wants but he is very patient in planning for it. (Think Gin from Bleach >D)
He is Sergio’s “henchmen”, so to speak, and he answers to him.
